"1 piece of evidence of soliciting reviews from someone he did not know"

As part of the bounty system, someone has reported Emma (and sent screenshot + video evidence) that he asked for a mutual review with someone he did not know. Since it's just 1 count of this, I won't be slashing at this time - but let this be a warning to anyone else.. and an open door. If you have more evidence of Emma doing this, please come thru.
